Participant Standards and Expectations

The NASPO Exchange Conference brings awarded and non-awarded suppliers, small businesses, and public procurement professionals together to improve public procurement practices. By facilitating cooperation under the highest ethical standards, NASPO develops educational programs covering relevant issues. This allows all parties to benefit from shared information and experiences. The NASPO Board of Directors has formally outlined expected standards of behavior for participants at NASPO Exchange Conferences.

  • Public procurement professionals, as public employees directly or indirectly involved in the expenditure of public funds through the public procurement process, must always conduct themselves in a manner that promotes the highest ethical standards.
  • Awarded and non-awarded suppliers and small businesses should refrain from holding receptions, dinners, or other functions in conjunction with or during NASPO-sanctioned events.
  • Public procurement professionals shall not accept gifts, gratuities, or other things of value from suppliers or small businesses that might influence or appear to influence procurement decisions.
  • Public procurement professionals attending the NASPO Exchange Conference shall commit to fulfilling all scheduled One-on-One meetings. Public procurement professionals are expected to participate fully in program elements to foster engagement and education of the supplier and small business communities.
  • Awarded and non-awarded suppliers and small businesses shall refrain from offering gifts, gratuities, or other items of value to public procurement professionals.
  • Awarded and non-awarded suppliers and small businesses shall refrain from contacting public procurement professionals in advance or during the conference to arrange meetings outside the One-on-One system provided by NASPO.
  • Awarded and non-awarded suppliers and small businesses shall ensure they are familiar with and abide by the One-on-One rules and guidelines associated with the selected registration type.
  • Public procurement professionals, awarded and non-awarded suppliers, and small businesses shall conduct themselves in a manner that promotes the highest ethical standards and avoids activities and behavior that would place, or even appear to place, a public procurement professional in a conflict of interest.
